So, I was flipping through a book about the 1927 Mississippi flood. The whole situation was pretty much a clusterfuck of FUBARs. Today I asked tigremere if things could get so awful nowadays and she said, "Were you here during Katrina?"
Most disasters are proportional to their time, place, and the existing technology for coping with them. I doubt most of them had "proper", fast responses, either-it's just that now, we know they don't, because of tv and other media reporting on them 24/7.
