I also have a cousin in Tampa, who has decided to go to a friend's house further north to ride out Hurricane Irma, because she waited too long to leave Florida entirely.

It's why the governor of Houston didn't call for evac this time, due to the way evacuations of Rita went. One of the freeways was turned into northbound, all six lanes completely. There were hundreds of folks who died in auto accidents, or from heatstroke in their cars. Or they ran out of gas. I had some cousins who attempted to leave, but saw all the traffic build up, and decided to ride out Rita in some small inland town. (Victoria, maybe? I really don't remember.)
